Reframing literally means changing some ‘unuseful’ meaning into a more positive or more useful meaning. This can also be described as casting something in a more positive light.
A quick example of this is a positive ‘by-product’ of the somewhat crippling rising cost of petrol.

You may not agree with this and you may find this attempted deflection of the real severity of the situation rather reminiscent of a politicians speach and that is OK.
